Dubai Forms New Committees to Boost Film and Gaming Sectors

Dubai has launched two new committees dedicated to advancing the film and gaming industries, reflecting the emirate’s growing focus on creative innovation and digital transformation. The decision supports the Dubai Media Council’s vision to position the city as a global hub for media and entertainment.

Driving Media Innovation and Growth

The committees were established under two resolutions issued by H.H. Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Chairman of the Dubai Media Council (DMC).

  • Resolution No. 8 of 2025: Establishes the Dubai Film Development Committee, chaired by Issam Kazim.
  • Resolution No. 9 of 2025: Establishes the Dubai Gaming Committee, chaired by Khalfan Belhoul.

Both committees are effective immediately and fall under the DMC’s broader mission to enhance Dubai’s media innovation framework. Sheikh Ahmed also directed the creation of a comprehensive operational plan to offer world-class services and facilities that support the two sectors.

Strengthening Dubai’s Global Media Standing

Sheikh Ahmed highlighted that these committees will form the institutional foundation for the next stage of Dubai’s media growth. He emphasized that Dubai’s digital infrastructure, strategic location, and pro-business environment uniquely position it to achieve global leadership in both film and gaming.

He noted, “Dubai’s media sector is entering a new era of innovation and collaboration. Our focus is on making Dubai a leading centre for the digital economy, where talent and creativity converge.”

Empowering Local Talent and Creativity

Mona Ghanem Al Marri, Vice Chairperson and Managing Director of the DMC, said the establishment of the two committees is a major milestone in building a stronger, more sustainable media ecosystem.

Key priorities include:

  • Nurturing local talent through training and mentorship programs.
  • Attracting global expertise to enhance creative collaboration.
  • Expanding opportunities for investors, filmmakers, and game developers.
  • Aligning with the Dubai Economic Agenda (D33) to strengthen the creative economy.

Al Marri added that both sectors would serve as platforms to showcase Dubai’s creativity to the world, supporting innovation and entrepreneurship.

Committees’ Roles and Responsibilities

The Dubai Film Development Committee will:

  • Support local and international film productions.
  • Provide training and platforms for emerging filmmakers.
  • Coordinate with industry stakeholders to deliver specialized facilities.
  • Create opportunities for young talent to join major projects.

The Dubai Gaming Committee will:

  • Build partnerships with global gaming companies.
  • Develop training and professional development programs.
  • Empower youth and start-ups in the gaming industry.
  • Strengthen Dubai’s leadership in the digital and esports economy.

These initiatives aim to turn Dubai into a hub for creative and interactive industries, driving growth across both traditional and emerging media sectors.
