The Ministry of Transportation and Telecommunications has signed a Memorandum of Understanding (MoU) with Eve Air Mobility, a company listed on the New York and São Paulo stock exchanges. The agreement, formalized during the Gateway Gulf Investment Forum 2025 in Bahrain. It aims to develop a sustainable air mobility ecosystem powered by electric vertical take-off and landing (eVTOL) technology.
This collaboration marks a key milestone in Bahrain’s journey toward clean and innovative transportation solutions. This will help in reinforcing its position as a regional hub for aviation excellence.
Advancing Sustainable Air Mobility
The partnership with Eve Air Mobility is part of Bahrain’s broader commitment to modernize its transport infrastructure and promote sustainability in aviation. The MoU will:
- Develop a regulatory and operational framework for eVTOL operations.
- Establish testing and demonstration sites for new systems.
- Build safe and scalable vertiports for eVTOL aircraft.
- Emphasize emission-free and low-noise operations.
- Train local talent to manage and operate advanced air mobility systems.
Test flights are planned for 2027, followed by commercial operations in 2028 and international expansion by 2029.

Dr. Shaikh Abdulla bin Ahmed Al Khalifa, Minister of Transportation and Telecommunications, stated that this MoU demonstrates Bahrain’s determination to lead innovation in aviation. He emphasized that partnering with Eve strengthens the Kingdom’s goal of fostering a safe, sustainable, and forward-looking air transport ecosystem.
This initiative not only aligns with Bahrain’s national vision for sustainable growth but also positions the country as a regional leader in next-generation mobility.
Eve’s Role in Regional Transformation
Eve Air Mobility’s CEO, Johann Bordais, described the partnership as a major milestone for sustainable aviation in the Middle East. He noted that Bahrain’s ambition to become a hub for clean transportation complements Eve’s mission to redefine urban and regional mobility through advanced, environmentally friendly technologies.
Eve is currently exploring potential air mobility routes in cities such as Dubai, Abu Dhabi, Riyadh, Jeddah, Doha, Istanbul, and Manama, offering quick, comfortable, and innovative transport options for both residents and tourists.

Eve’s eVTOL aircraft are engineered to meet the Middle East’s unique environmental conditions. They include:
