Pakistan Launches INSPIRE to Enter the $600 Billion Global Semiconductor Industry

Pakistan has officially entered the global semiconductor ecosystem with the launch of INSPIRE — the Initiative to Nurture Semiconductor Professionals for Industry, Research & Education. The program marks a bold move toward building a knowledge-based, innovation-driven digital economy.

A Strategic Leap Toward Tech Sovereignty

Unveiled in Islamabad by Prime Minister Shehbaz Sharif, INSPIRE represents Pakistan’s National Semiconductor Initiative. This is being led by the Ministry of Information Technology and Telecommunication (MoITT) and executed by the Pakistan Software Export Board (PSEB).

The global semiconductor market, currently valued at $600 billion, is expected to surpass $1 trillion by 2030. INSPIRE places Pakistan on this global map by aiming to build a skilled workforce and advanced research infrastructure.

At the launch event, the Prime Minister described INSPIRE as a milestone in Pakistan’s digital transformation. He termed it an essential foundation for self-reliance in technology.

“Our goal is to equip the youth with the skills to shape the industries of the future. Through INSPIRE, Pakistan will contribute technology, talent, and innovation to the global stage,” said Prime Minister Shehbaz.

Driving Innovation and Skilled Human Capital

The government has allocated Rs 4.5 billion for INSPIRE under the Public Sector Development Programme (PSDP). Additionally, it has pledged ongoing financial and administrative support.

The initiative will:

  • Train 7,200 professionals in semiconductor design, verification, and research over five years.
  • Engage nine public-sector universities across Pakistan.
  • Establish six Integrated Circuit (IC) labs to support research and practical training.
  • Create strong links between academia, research centers, and industry to accelerate innovation.

The program also aligns with Pakistan’s National Semiconductor Development Roadmap. This framework envisions future fabrication and Outsourced Assembly & Testing (OSAT) capabilities to integrate into the global supply chain.

Building a Digital Future

Federal Minister for IT and Telecommunication Shaza Fatima Khawaja emphasized that INSPIRE reflects the government’s vision for a technology-driven economy that empowers both youth and women.

“This initiative moves our talent from learning roles to leadership in the global semiconductor industry,” she stated.

She also confirmed ongoing efforts to forge international partnerships in semiconductor research, broadband development, and advanced manufacturing.

Dr. Naveed Sherwani, Chairman of the National Semiconductor Task Force, presented INSPIRE as the first major step toward developing a world-class semiconductor ecosystem in Pakistan. PSEB CEO Abu Bakar added that the initiative will become a cornerstone of Pakistan’s technological capacity, fostering collaboration and creating high-value jobs.

Paving the Way for a Knowledge Economy

The launch of INSPIRE underscores Pakistan’s broader digital reform agenda. This roadmap includes establishing the Pakistan Digital Authority, digitizing tax systems, and promoting a cashless economy.

With this initiative, Pakistan positions itself as an emerging contributor to the trillion-dollar global semiconductor industry — and as a nation determined to lead through innovation, skill development, and international collaboration.
