A bold move to fuel innovation and attract top research talent
Morocco is taking a big leap toward boosting science, innovation, and homegrown research talent. The government, in collaboration with phosphate giant OCP Group, is rolling out a MAD 1 billion (approx. $105 million) PNARDI program designed to support researchers from 2025 to 2028.
This exciting new initiative aims to empower scientists, strengthen Morocco’s innovation ecosystem, and create real economic impact.
What is PNARDI?
The name of this initiative is National Program to Attract and Retain Researchers for Development and Innovation (PNARDI). It’s part of a strategic partnership between the Ministry of Higher Education, Scientific Research and Innovation and OCP, one of Morocco’s leading industrial players.
The program will focus on scientific research in sectors that are crucial to Morocco’s future, including:

- ✅ Phosphate extraction and processing
- ✅ Healthcare
- ✅ Food security
- ✅ Renewable energy
- ✅ Humanities and social sciences
How Will It Work?
PNARDI is structured around three sub-programs, each targeting different aspects of research and development:
- 🔬 Ibn Battouta – Young Researchers Program
Supports the next generation of scientists and helps launch early-stage research careers. - 🧠 Ibn Albanna – Priority Innovation Themes
Focuses on high-impact research in sectors with strong innovation potential. - 💼 Nefazaouia – Technology Transfer Program
Bridges the gap between research and the economy, encouraging projects that can turn science into real-world solutions and commercial opportunities.
What’s the Budget?
Originally planned at MAD 800 million, the program’s budget has been increased to MAD 1 billion thanks to the joint funding from the Ministry and OCP Group.

- ✔️ 20% of total funds reserved for Moroccan researchers abroad
