A Bold Step Towards Inclusivity
Abu Dhabi has launched the “Sahl Accessibility Assessment System”, a groundbreaking initiative designed to improve accessibility across public spaces. Led by the Department of Municipalities and Transport (DMT), this system will ensure that buildings, transportation hubs, and public facilities are more inclusive, particularly for people of determination, senior citizens, and individuals with temporary impairments.
The initiative aligns with the UAE’s “Year of Community” goals. It is reinforcing the nation’s commitment to building a more connected and accessible society. Developed through collaboration between government agencies and private-sector partners, Sahl provides a structured evaluation method to assess and enhance accessibility in public spaces.
Pilot Project Begins on Yas Island
To kick things off, Yas Island has been selected for a 12-month pilot program. Authorities will test and refine the assessment system, identifying areas that need improvement and implementing practical solutions. Once the trial period concludes, the Sahl system will become mandatory for all new construction projects. In effect, this will help ensure future buildings meet strict accessibility standards.
Existing buildings are also under the spotlight. They will undergo evaluations and receive accessibility certifications, encouraging property owners to upgrade their spaces to meet the new guidelines.
Accessibility Classifications and Ratings
Under the new system, facilities will be classified into four rating levels:
- Qualified – Meets basic accessibility requirements
- Adaptable – Can be modified for improved accessibility
- Inclusive – Designed with accessibility as a core feature
- Exemplary – Sets a high standard for accessibility and inclusivity
Authorities will monitor progress from design to execution, ensuring buildings remain accessible even after they open. To maintain high standards, assessments will take place every five years.
Real Feedback from the Community
To ensure the Sahl system is practical and effective, the Department of Community Development (DCD) recently conducted a user experience study on Yas Island. People of determination and senior citizens visited key locations, including public transport hubs, places of worship, malls, hotels, and entertainment venues. Their first-hand feedback helped in highlighting real-world accessibility challenges. This ensures that future enhancements center around people and remain impactful.
